I have the honour to acknowledge the receipt of your Secret Circular of 29th December 1898 transmitting two copies of a Memorandum (163 M.) prepared by the Colonial Defence Committee regarding the measures of protection necessary for the security of British Ports abroad.

I have received the opinions of Vice-Admiral the Commander in Chief on the China Station, and of the General Officer Commanding troops in China and Hong Kong on the points raised in the Memorandum and am now in a position to frame suitable local regulations as therein suggested.
